Packaging producer responsibility, the Packaging Builder and Obli are the base of every plan. Your products, packaging, volumes and markets are joined live to the brain and become a fee position and a set of obligations, market by market, with a citation and a confidence label on every number.
This is not a module you switch on. It is what the plan is, and it is why the modules above it can be thin: they all read the same product record and the same brain.

What it actually does
Mechanism, in the order it happens.
- Watch the sources the facts came from
Each fact is tied to the official source that defines it, a regulator page, a scheme document or a legal instrument, and those sources are re-read on a schedule. Every fact carries the date its source was last read, and each run writes a step-by-step log kept for the last two hundred runs.
- Ask the publisher, never wear a disguise
A source is read through seven routes, in an order chosen for legitimacy rather than success rate, each asked through the publisher’s own service where it has one. There is no IP rotation, no CAPTCHA solving, no scraping proxy and no disguise beyond what a browser sends. A source that fails every route three runs running is handed to a person.
- Read the instrument, not the summary
What comes back is a lead, not a fact: a legal act somebody still has to read, decide about and model, asked for in the language of the market. A press release or a law firm note can lead a researcher to the instrument; it cannot stand in for it.
- Propose it as a reviewable change
Every proposed change enters the way anything does, as a reviewed change against the data, naming both values, the source behind it and the date it was read.
- A person decides, and the queue waits
A proposal becomes a fact when a person accepts it, and at no other moment. Review is a stop rather than a step: a stage whose work depends on something nobody has accepted yet waits, and says what it is waiting for.
- Your products meet it
Packaging components carry a material and a per-unit weight in grams; volumes say how many units you placed on each market each month. Weight times volume is the tonnage, priced against the brain’s newest in-force rate for that market and material.

Fees per market, in the scheme’s own unit
Per tonne, per kilogram, per pound or per item, in the rate’s own currency, with its validity dates and its citation. A market’s fee carries the worst confidence of the rates behind it, and a market with nothing priced shows a dash rather than a zero.
Duties, nation by nation
Every registration, data report, fee payment, plan and threshold note the brain holds for the markets your own volumes place you in, with how often it recurs, when it next falls due, and a citation to the rule. Anything inside forty five days is flagged as due soon.
A status on every figure
Confirmed, illustrative or estimate. The label travels with the figure everywhere it appears, into tables, detail pages, the dashboard and exports, and the PDF prints a plain-language key so a reader who has never seen Oblifee knows what they are holding.
A declared absence where there is no rule to hold
Where the brain expected a fee schedule or a threshold and the market publishes none, it records why, with the citation, and counts it as answered. What is penalised is silence, not honesty.
Never file an estimate as a confirmed figure. Filing an illustrative or estimate figure with a scheme as though it were confirmed is exactly the mistake Oblifee is built to prevent, which is why the label travels with the number rather than sitting in a footnote.
What it costs
Included in every plan, from £29 a month. Prices are in GBP and exclude VAT, and annual billing is charged as ten months for twelve.
During the public beta every module is switched on for every workspace, whatever add-ons you hold. This is the price that applies once the beta ends.
The regulatory brain is reference data shared by every workspace: what you see in it is what every other customer sees, with the same citations and the same confidence labels. A module decides which regimes the platform answers for, never how sure it is allowed to be.
What it does not do
It does not file for you. Producer responsibility bodies generally expose no public registration or filing API, so Oblifee guides you to the right body, captures what you registered and exports the supporting data, rather than pretending to file on your behalf.
It does not treat silence as a pass. Where a rule could not be checked, or where a market is only partly covered, it says so. Nothing matched is never shown as you are clear.
It is not legal advice. It is decision support: it cites the rule behind every number and labels how sure it is, so you and your advisors make the final call.
It does not invent a rate. Where no official figure is published, the entry either records a declared absence saying why none exists, or carries our own estimate, labelled as an estimate everywhere it appears.
